Kate Volti, Senior Advisor for Behavioral Health and Policy, is a strategic, mission-driven leader with more than 20 years of experience advancing transformational change across health and human services and education systems—from policy to community impact. She is known for fostering cross-sector collaboration, developing sustainable initiatives, and centering voices with lived experience to drive optimal outcomes.
She brings deep expertise in children, youth, families, young adults, and behavioral health—populations and areas that require urgent action across the nation and in California as communities implement the updated Behavioral Health Servies Act, BH Connect, Transitional Rent, and other Medi-Cal transformation efforts
Most recently, Kate has served as Senior Vice President for Children’s Specialty Care at the Meadows Mental Health Policy Institute, where she helped drive the strategic vision and oversight of initiatives to strengthen the mental health care system for children, youth, families, and young adults. Her work has spanned health systems improvement, crisis services, foster care, and youth justice, alongside building high-performing teams and supporting quality, policy-compliant deliverables.
Earlier in her career, Kate held multiple roles at the Texas Health and Human Services Commission, including directing community access programs and advising on Medicaid/CHIP policy. She helped design and implement a major Medicaid managed care initiative focused on children with disabilities, translating policy into operational models that improve care, coordination, and outcomes. She also brings legislative experience from the Texas State Senate, where she helped research, draft, and advance health and human services policy and budget priorities.
At HC2, Kate advises teams and partners on strategy, policy, and implementation—helping organizations turn complex requirements into practical, community-centered action.
